The NEBOSH Certificate in Fire Safety (FSC)
NEBOSH stands for ‘The National Examination Board in Occupational Safety and Health’
NEBOSH qualifications are recognised by professional membership bodies including the International Institute of Risk & Safety Management (IIRSM) and the Institution of Occupational Safety and Health (IOSH).
On 1 March 2021 NEBOSH launched the new NEBOSH Certificate in Fire Safety. This new syllabus has been developed by NEBOSH following extensive consultation with key stakeholders, notably Learning Partners, employers, standards setting organisations, past and present learners and subject experts.
The NEBOSH Fire Certificate is ideal for those responsible for fire safety in low to medium risk workplaces including Health and Safety Managers, Facilities Managers and Health and safety representatives within organisations.
The NEBOSH Certificate in Fire Safety provides a valuable overview of the core aspects of fire safety, equipping you with the skills to manage day to day fire safety risks in the workplace effectively.

Our learning materials have been updated to reflect this new syllabus. The new assessment strategy involves an Open Book Exam (OBE) for Unit FSC1 and a Fire Risk Assessment to be carried out in the workplace for Unit FSC2 as was previously required in FC2. Candidates therefore are required to understand and articulate knowledge from the elements in the FSC1 taught content.

The traditional Unit FC1 and Unit FC2 which, until this new specification, also required completion of a third Unit – NGC1. This is being phased out to make way for this new specification where there is no longer a requirement to complete NGC1 as part of the overall qualification. After teaching the traditional 2014 specification: NEBOSH Fire Certificate in Fire Safety and Fire Risk Management for many years it is the view of our tutors that this change is positive. It has been welcomed by us and we hope it will be equally by candidates.
The OBE time limit of 24 hours and the ability to reference relevant fire safety standards does better reflect the challenges presented in the real world. We also feel that the update in assessment method, as with the NEBOSH General Certificate, has been handled in such a way by NEBOSH to protect the credibility of the qualification as well as negotiate the demands or restrictions imposed by the global pandemic..
COURSE STRUCTURE & CONTENT
A programme of study needs to be based around a minimum of 28 taught hours and approximately 20 self-study hours. A full-time block release course would take approximately 4½ days and a part-time day release course would be spread over approximately 5 weeks. There are no specific entry requirements but a good standard of English and IT literacy is advised.
- Element 1 Managing fire safety
- Element 2 Principles of fire and explosion
- Element 3 Fuel, oxygen and ignition sources and control measures
- Element 4 Fire protection of buildings
- Element 5 Safety of people in the event of fire
- Element 6 Fire safety risk assessment
A fire risk assessment is required to be carried out in your own workplace and recorded on the NEBOSH approved templates.
You should ensure you clearly identify a range of common fire hazards, evaluate the risk (taking account of current controls), recommend further controls as required, plan further actions and prioritise these measures according to risk.
If you do not have access to a suitable workplace, tutor support is available to help you to make arrangements to carry out the practical assessment at a suitable venue.
Course Assessment
External examiners mark both assessments and are appointed by NEBOSH. This two-step assessment process consists of :
- An open book examination (OBE) where you will have 24 hours to complete this scenario based exam.
- A practical fire risk assessment: the fire risk assessment has been developed around fire risk assessment standards such as the Home Office fire guidance and PAS79-1:2020
A scenario-based exam which will assess your ability to apply your knowledge, as well as
testing your analytical and critical thinking skills.
This can be done from home or other suitable location with internet connection.
You can use your notes and other materials but must work independently from the point in time of downloading the exam, on exam day, until your complete exam answers are uploaded to the NEBOSH examination platform – which must be within the 24 hour period.
It is likely to take a candidate between 4 – 6 hours to do this exam.

Your closing interview is not an assessment.
The purpose of the interview is to confirm that the work submitted is your own and that you did not have any assistance in completing this NEBOSH fire safety certificate assessment.
The closing interview takes place via a 1-2-1video call, where valid identification is requested and you will be ask questions based on your open book exam responses.
In the room there must be no access to notes or assistance during the interview.

A fire risk assessment is required to be carried out in your own workplace and recorded on the NEBOSH approved form templates and submitted as below:
Your FSC2 Fire Risk Assessment must be entirely your own work. By submitting your assessment for marking, you are declaring that it is your own work.
Your assessment must be submitted to us your Learning Partner electronically as a PDF document on a date specified by us.
If you fail to submit your complete assessment to us by the date requested, you will be marked as ‘absent’

Your results will be emailed to you from NEBOSH within approx. 50 working days from the date of the examination or submission of assignment.
The specific date is written on your examination entry confirmation.
Your final Parchments (certificates) will arrive with us after the results have been announced.
